Money, money, money: Remittances and microbanking in Haiti

Haiti, along with the greater Caribbean, has experienced a substantial decline in remittances following the 2008 global economic crisis. Fortunately, remittance flows to Haiti increased significantly in the aftermath of January 2010’s earthquake. That year, Haiti received USD 1 billion in relief funds, with a significant portion coming from the Haitian diaspora.[1] While these contributions helped many individual Haitian families to recover from the devastation, it is demonstrably clear that remittances do not pose a long-term solution for the country’s economic woes. In spite of relatively high remittance rates, Haiti suffers from pervasive unemployment. Many small island specialists seem to feel that only growth in small businesses and microlending operations can stimulate an independent and self-sufficient Haitian economy.


The Quake


On January 12, 2010, a 7.0 magnitude earthquake struck ten miles west of the Haitian capital, Port-au-Prince, leaving over three million people in need of emergency assistance.[2] The earthquake displaced at least 1.3 million people, and as of January 1, 2011, an estimated 810,000 remained in the 1,150 refugee camps still in operation.[3],[4] That same month, Nigel Fisher, the United Nations Humanitarian Coordinator for Haiti, commented, “In retrospect I think we can say that by and large the initial response to the earthquake was a success.”[5] Remittances were a critical component of the total relief efforts; more than one million members of the Haitian diaspora increased the amount of money they send to relatives in Haiti after the calamity, resulting in a USD 360 million surge in remittances during 2010. World Bank economist and remittance expert Dilip Ratha explains that, “Financial help in the form of remittances from family members is always the first to arrive in times of distress.”[6] Though remittances provided much needed support to the earthquake’s survivors, it is unclear if these funds will permanently reduce poverty and bring about necessary infrastructural change.


The Remittance Debate


Like many Caribbean nations, Haiti depends on remittances as a fundamental component of its national GDP ratings. According to the World Bank, migrants hailing from Latin American and Caribbean nations (LAC) sent a total of USD 48.3 billion to their home nations in 2005, and remittances represented 70 percent of all foreign direct investment to the region in 2004.[7] In Central American and Caribbean nations, remittances typically account for 10 to 20 percent of each nation’s GDP.[8] Haiti, however, is a special case; it dramatically surpasses the average ratio, with remittances accounting for 52.7 percent of the nation’s GDP in 2004.[9]


Remittances do not necessarily solve pressing economic, political, or social issues in the Caribbean. In a 2007 paper entitled “Close to Home: The Development Impact of Remittances in Latin America,” World Bank senior economists Humberto López and Pablo Fajnzylber examine the positive and negative effects of remittances. Although the authors acknowledge that remittances often stimulate growth and investment, improve access to health care and education, and increase macroeconomic stability and individual savings, they question the effectiveness of remittances in decreasing poverty and instability in recipient nations.[10] These contributions are subject to the financial standing of individual immigrants in developed countries and often prove inconsistent, as evidenced by the stagnation of remittance flows following the inception of the global financial crisis of 2008.


The Crash


The global economic crisis of 2008 caused an abrupt decline in remittances worldwide, doing grave damage to many Caribbean economies. Looking forward, a variety of sources anticipate substantial increases in remittances to the Caribbean during 2011 and 2012 as developed economies recover from the 2008 crisis. Nine of fifteen Caribbean countries were expected to grow in 2010, but Haiti, along with five other nations, was predicted to contract significantly.[11] This regression is largely related to a 12 percent decline in remittance rates during 2009, as Haiti was found to lack the domestic industries required to recover without international aid. The Outlook for Remittance Flows report anticipated that a two percent growth in remittances to Latin America and the Caribbean should be expected in 2010, and the World Bank reported that a “healthy recovery” was underway from the slump of 2009.[12] Furthermore, the Outlook anticipated 7.6 percent growth for 2011 and 10 percent growth in 2012, totaling USD 69 billion in remittances allocated to the Caribbean. Haiti is scheduled to be one of the top three recipients of such funds.[13]


While high remittance rates have at times accounted for legitimate economic benefits, local business development in Haiti has been dwindling as a result of the nation’s dependency on international donations. Much of Haiti’s reliance on remittances can be attributed to the nation’s high rates of unemployment, which reached an astronomical 40.6 percent in 2010. The CIA World Factbook noted that two-thirds of the population did not hold a formal job and ascribed the lack of foreign investment in industry to Haiti’s “limited infrastructure and a lack of security.”[14] As a result, remittances have been found to create a vicious cycle of dependency on international donations coming from abroad. The escalating presence of microbanks as a major financial tool has led to the growth of small businesses and local industries, conceivably replacing remittances as the backbone of the Haitian economy.


Microlending


Unlike remittances, microlending initiatives retain the potential to tackle Haiti’s weak infrastructure and unemployment. Fonkoze, one of Haiti’s most prominent for-profit microbanks, has forgiven more than ten thousand loans after the earthquake and continues to play a crucial role in the recovery process. The bank also expanded the “Ti Kredi,” or “Little Credit,” loan program to offer small loans of USD 25 to poor families who did not qualify for the bank’s larger USD 125 loans. “Ti Kredi” includes shorter repayment periods as well as health care and educational services.[15] Fonkoze’s programs present borrowers with the economic opportunity to open small businesses, along with the critical skills to manage them successfully.


Thus far, microbanks have been one of the most effective relief agencies in Haiti and have been found to have the potential to enact enduring and progressive change in the region. Greta Greathouse of the United States Agency for International Development (USAID) believes that Haitian microbanks “need to get stronger on a permanent basis so they can offset the operational risks that come with Haiti because of the earthquake and the inherent risks that are unfortunately a way of life for the country and its people.”[16] A debilitating lack of infrastructure prevents many microbanks from becoming self-supporting and for-profit, as international contributions are often needed to cover losses from missing and delayed loan payments. Strengthening the Haitian banking industry will require improved regulation and a gradual shift toward for-profit banking.


Most microbanks in Haiti remain non-profit and consequently require international assistance to recompense for unpaid loans. Non-profit banking, while more sustainable and autonomous than remittances, lacks the financial transparency of for-profit institutions.[17] Fonkoze is one of the few for-profit institutions in Haiti and had to operate at a loss for nearly three years before it was able to turn a profit. The microbank eventually stabilized thanks to USD 15 million in foreign donations.[18] Though the bank initially depended on international contributions, Fonkoze is now en route to self-sufficiency and provides many Haitian borrowers with the opportunity to open and operate independent businesses.


Conclusion


The microlending climate in Haiti is far from ideal. Fonkoze nearly closed in 2008 due to losses from a destructive hurricane season, and more than 50 percent of borrowers with the major microcredit group Finca Haiti missed payments after the 2010 earthquake.[19] The impoverished Caribbean nation is no stranger to natural disasters, and its dependence on foreign aid automatically entails a delay in relief efforts. The development of sound local emergency relief programs will enable Haiti to respond quickly and efficiently to crises without having to wait for foreign assistance. As more Haitians turn to microbanks for loans, the need to secure and regulate the banking industry grows ever more pressing. While some regulation efforts have been undertaken, it is still necessary to guarantee that Haitian microbanks are able to survive natural disasters and economic downturns like that of 2008.


Both remittances and microbanks have been vital to Haiti’s recovery since January 2010. Remittances offer a temporary solution to a greater economic problem. With improved regulation and security, microbanks can revolutionize the Haitian infrastructure and employ millions of jobless citizens. As in Fonkoze’s case, initial international investment will be necessary to financially secure Haitian microbanks, but the eventual autonomy of these institutions could be a remarkable game-changer for the Haitian economy.

Haiti at the dawn of a new era!

On Saturday, May 14, 2011, Joseph Michel Martelly was sworn in as the 56th president of the nation of Haiti. It has been a transition fought for and earned by the people of the country against all odds, national and international. The first round was mired with irregularities that only popular anger forced corrective measures to put Michel Martelly on the next round of the balloting.

President Martelly has a cry of heart, begging the electoral board not to derail the beginning phase of his lobbying effort to tell the world that Haiti, free of political strife, is once again open for business!

This island nation, well known now all over the world, because of the devastating earthquake that destroyed its capital on January 12, 2010, has been languishing in economic stagnation for the past sixty years because of poor at best, corrupt and criminal governance at worst.

The first one hundred days will indicate the new direction of the Martelly government. The masses deprived of the most rudimentary indices of amenities – water, electricity, decent roads -- have high expectations from the new regime.

The recent earthquake has brought into the country widespread devastation, and it has brought also universal cooperation from the most obscure to the well known international service agency. To the naked eye as well as to the astute observer, it seems as though such massive outpouring of help went into the country as a flood pours into an open field.

Haiti is the best field study of the axiom that “those who can, will not, and those who will, cannot.” The government of Michel Martelly wants to prove that those who will can turn things around very quickly if there is a convergence of the right actors with the right policies. A day before the inauguration of his mandate he energized a million men and above all women to take a broom to clean the streets in a mass movement of voluntarism.

The right policies include turning around the two parts of the head that form the nation to make it look at the same vision of the future for each citizen. This operation demands an affirmative action on behalf of those who are the most deprived of financial incubation to create products with plus value to increase their wealth. It demands also reaching out to those who already have, with tax incentives to build a national economy that will satisfy the expectation of a 10 million strong population with growing purchasing power.

The right policies called for the (re)building of the infrastructure of the nation, starting with the smaller rural counties to the capital. For the past two hundred years in the life of the nation, no rural county, nay no town or city, has received a minimum annual earmarked funding for the building or the upkeep of essential services such roads, sewers and waste disposal, potable water, electricity and internet services.

The Preval government created the CNE (National Center of Equipment) to build and maintain local roads. That instrument was transformed into an electoral machine, turned sometimes into a criminal enterprise at the service of one man instead of the nation.

The Martelly government will need to revamp this institution to supplement and intensify the contribution of the EU – European Community – in infrastructure support to Haiti.

The new government is very friendly to the concept of PPP -- public-private partnerships -- to circle the country with all the modern infrastructural apparatus -- transportation, fiber optics, ferry services, electricity, and communications, etc.

Efficient international trade requires, as said Alan Beattie in False Economy, good communications, cheap and reliable transport, as well as certainty about getting the goods on time to the customer along with the certainty that the exporter will get paid on time. Haiti is too close to the largest market in the world (the United States) not to take advantage of that opportunity.

The institutions in Haiti in the Preval government have been either an instrument of propaganda with minimum service delivery or a private fief of someone close to those in power to distribute favors, exact pay offs and humiliate and frustrate the ordinary citizen. To obtain a passport, pay domestic taxation, or receive a certified copy of one’s birth certificate, you must visit the capital, stay in a long line and sometimes pay a corrupt broker to obtain service that should be in the regular line of business of each county.

The Martelly government will need to institute in its first one hundred days the culture of hospitality in the delivery of services. That culture should be extended also to the coordination of the international organizations so they can become more effective in their mission as well as the mission of the government in becoming a state friendly to its citizens.

Last but not least the Martelly government will need to extend a hand to the Diaspora so it can energize the reconstruction of the country. He has done so at a gala given by the Diaspora in his honor. He told the crowd, at last “the Diaspora has its own government.” The new amended constitution gives the voting power to the Diaspora. With rights comes also responsibility. I have demonstrated in an earlier essay that the Diaspora as a tool for nation building can be organized only from the home country. The Haitian government must be the moving force incubating the regional organizations to make them effective tools of the Haitian recovery.

The input of the Diaspora has been so far as fragmented as the support of the international organizations in Haiti: a flood spreading into an open field. The sustainable effect has been minimal at best. The forthcoming Diaspora sponsored civil society plan to provide each town with an endowment of 3 million dollars per year for infrastructure and institution building should receive the full blessing of the Haitian government.

The energy of the new president, Michel Joseph Martelly, gives the possibility of forecasting the dawn of a new era of Haitian leadership in the Caribbean. The big international issues, such as the smooth insertion and the re-education of the criminal returnees, the free flowing of services and labor throughout the region, the control and the management of the illegal drug business will find a firm hand in securing the Caribbean basin for growth and development.

Last but not least, the last time there was some muscle (for the best or for the worst) engagement from the big brother (the United States) in the financial situation of the Caribbean was during the governance of Ronald Reagan. The Obama government will have to look at its neighbour, the Caribbean area, and provide at least the 3 billion dollars annual aid that Ronald Reagan, thirty five years ago, provided to the region. Haiti will provide the leadership for such engagement!

Port Salut, Haiti in its splendour!

The first Sunday after Easter is the celebration of Quasimodo -- Jesus reminding Thomas in particular, the doubters in general, to have faith in his redemptive mission. It is also, in Haiti, the time for a major religious crusade, bringing people from all over the country and from the Diaspora into a manifestation of prayer and faith in Divine Providence.

It was the 17th Annual Congress, and one of my sisters, Mary-Jo, never fails to attend the religious festival, travelling each time from abroad just for the event. It was my first. I was awestruck by the religious belief and the fervor of more than 10.000 people kneeling, sometimes in the mud, manifesting their faith that mercy is on the way on that special day.

I took my sister on a long trip (three and a half hours -- 200 km) in the south of Haiti to the town of Port Salut for a two days touristic adventure. I was not disappoinred. Port Salut is Haiti in its splendor. A small town right by the sea, Port Salut is potentially Bali, Indonesia, Acapulco, Mexico and the French Riviera.

We stayed at Dan’s Creek, a quaint, small boutique hotel, where the couple, Katia and Evinx Daniel, holds court with an attentive staff to make the journey an enjoyable and pleasant experience. It starts right at the beginning; the dinner, which is part of the package (breakfast and supper are included in the price of the room: $160 per night for a suite, and $120 for a regular room) was scintillating. My sister has lobster; I had a grilled giant fish. The last time I had such a pleasant fish dining experience was in Istanbul, Turkey.

Evinx is the quintessential nation builder. He was the recipient of the 2010 Digicel competition for the businessman and the entrepreneur of the year in the country. A CPA by profession, who sold out his established insurance agency in Florida to move to the motherland, he has almost singlehandedly transformed the vista of a sleeping fishing village into a resort town with a modern supermarket, several French restaurants, a forthcoming marina and a buzz that Port Salut is the town to own a piece of real estate in.

Yet, he is not a native son. He and his wife, Katia, a nurse by profession, fell in love with the creek that was the focus for a detritus dump. It is now the setting of beautiful hotel.

I took a long walk in the morning throughout the village talking to the natives, inquiring as to which types of activities would enrich each one of them. A young man told me about building a factory. I led his answer towards a fruit and produce cooperative instead.

I got an approving nod when I told him those giant breadfruits that are sold four for one dollar in Port Salut can fetch $28 dollars at retail in the United States. I have seen giant apricots as big as a melon, a specialty fruit not seen or sold yet in the American supermarkets. I bought a full section of baby bananas (25) for $2, they command $0.99 a pound in New York.

Yet, everything is not paradise in Port Salut; I met young men not in school in the morning. My inquiry led me to the information that a group of teachers have been conducting a strike for an unpaid month’s salary.

After the debacle of the elections of November 28, 2010, the people in fury because of the theft of their popular vote burned the tax collector building of Les Cayes, the capital of the south of Haiti. Salary checks issued to public employees were charred and destroyed. The Ministry of Education has not make good of those payments. It follows that kids are idle; an annual examination might be compromised.

On my way back to Port au Prince, the capital of Haiti, I used my personal connections to meet with the Minister of Education and bring about a remedy to the situation. I have been promised a swift resolution. Kids will return to school, the teachers will be paid.

After a long conversation with Evinx in the evening, as Thomas putting his hand into the crucified hands of Jesus, and having set foot in Port Salut, my faith in Haiti was renewed; the candidature of Michel Joseph Martelly took birth right there at Dan’s creek hotel.

Evinx plans to shy away from the political glare and dedicate himself to his business and promoting the idyllic southern coastal area of Haiti.

There are plans in the way for members of the Diaspora to combine their contributions together ($100 per year) to provide each one of the 142 villages of Haiti with $3 million of investment per year for infrastructure, for institution- building and for incubating national entrepreneurship.

Port Salut is just one of the picturesque sites of the chain of towns and villages all along the southern coastal part of Haiti awaiting the influx of the Diaspora and foreign investors to magnify the natural resources for the benefit of all concerned.

The southern coast is also close to Jamaica and one of its most recent touristic ports of call, Portsmouth. The synergy of linking both territories into a travel destination can only benefit both countries and the millions of tourists seeking the latest trend in cultural experience.

The Easter season, as springtime, called for faith in the process of renewal of nature. The forthcoming government, the natural beauty of Port Salut and its environment give me faith in the future of Haiti. It has been and remains as “fabuloso” as Christopher Columbus found it some five hundred years ago!

Haitian presidential election: I am voting (again) for Michel Martelly!

I am voting (again) for Michel Martelly!

I predicted in a previous column that the final round in the Haitian presidential election will be between the two Ms -- Michel Martelly and Mirlande Manigat (Caribbean News Now, November 27, 2010, “I am voting for Michel Martelly”).

I predicted also that the Haitian government, supported by and with the connivance of a sector of the international community, will try to disrupt the proceedings to manipulate the outcome. The acquisitions of the Haitian and of the universal democratic process are so strong that corrections have been made to rectify the results of the election to suit my prediction.

I am voting again for Michel Martelly in the final proceedings of Sunday, March 20, 2011.

Based on conversations with and observations of the electorate on the ground, I am predicting Michel Martelly will be the winner of the election. My conviction has been validated when, a week before the balloting, a poor young man living in Port au Prince told me he has been saving his meager salary to go back home to Cape Haitian where his electorate card was registered so he can vote for Michel Martelly.

I belong to the small intellectual elite of the Haitian Diaspora and/or homegrown, who should root for Mirlande Manigat. With a doctorate from or enough credits for one, from Sorbonne France, Mirlande Manigat belongs to the cosmopolitan Haitian pack who can teach in or are the students of the best universities of the Western world. She is proud of her knowledge of and experience about constitutional law. She called herself or she is being referred as a constitutionalist.

By contrast, Michel Martelly has no college degree; he completed his Baccalaureate in Haiti, attended courses in community colleges in the United States and has spent a life as a bad boy leading a very popular band throughout the Caribbean community, named Sweet Micky.

Yet I have chosen to cross the railroad yard and join the Haitian electorate in electing Michel Martelly as the next president of Haiti. The choice is visceral as well as cerebral. I am, as Michel Martelly, angry at the state of state of the Republic of Haiti. A country rich in cultural values, historical significance, abundant scenic vista, and a young, resilient and creative population, Haiti should shine in the Caribbean basin as it did during the three hundred years of the colonial era.

Instead it has lagged as a pariah amidst the squalor in the midst of its splendour because of the predatory nature of its successive governments, including the last one, as well as the connivance of a large sector of the international community.

Michel Martelly has an excellent grasp of the needs and of the solution for resolving the Haitian dilemma. He is aware of and plans to implement the Renan principles of nation building:

- Negotiate the incremental withdrawal of the United Nations forces to replace it with a national force of development that will protect the population against disaster, drug transshipment, as well as enhancing the environment.

- Uproot the internal refugees of the earthquake from the fetid camps as well as those who live in the favellas of the cities to root them in their original villages with the institutions and the infrastructure to enjoy and prosper in their beautiful setting.

- Michel Martelly will, last but not least, create a Haiti hospitable to all; free from the cultural traits of exclusion that have been the hallmark of the Haitian panorama for the last two centuries.

Mirlande Manigat has the intellectual capacity to apprehend this reality, yet she has expressed neither for me nor for the electorate the emotion as well the discipline of a rigorous analysis to indicate she has the vision and the strength to deliver?

Haiti, in spite of the saintly resilience and the male courage of its female population, has not been well served by its past pioneer female leaders.

They tend to give away the store too easily.

Ertha Pascal Trouillot, the first female president, opened (in spite of strong dissent within her policy advisory board) the vein for the close intrusion of the United Nations into the internal affairs of Haiti. The jury is still out whether the UN’s record for the past twenty years in Haiti has been a positive one so far!

Michelle Duvivier, the last Haitian female prime minister, has exhibited a loyalty firmer with the outside world than with her own government.

I am voting for Michel Martelly because, akin to the popular vote, I am taking a chance for a complete break with the past. Whether under the dictatorial, the military, the transition or the democratic regimes, the political class that surrounds Mirlande Manigat has found a way to remain the staple of the command chain that has led and continues to lead the destiny of Haiti so far into an abyss.

To the question whether morality has taken a back seat position in endorsing Michel Martelly, I have looked at the candidate in the eyes and asked him that very question? His answer resembles strangely to the question of Jesus to the Pharisees willing to stone the prostitute, while writing on the ground: May the one amongst you who is without sin send the first stone. John 8 verse 1.

“I will apologize when those who left my people without food and water, do so. I will apologize when those who left the detritus on the street for months without consideration for the health and the welfare of the population. I will apologize when those who left the majority of the people in extreme misery while they are running high with the national and international resources!” His anger went up one decibel higher as he was speaking!

A group of Christian ministers who endorsed his candidacy have produced several biblical arguments for doing so: Matthew 21, verse 42: “The stone rejected has become the cornerstone.” They went further to evoke in Corinthians 1 chapter 13, Saul who became Paul: “When I was a child, I acted as a child; now that I am an adult, I act as an adult.”

As in the first round of the electoral process the caesarian procedure towards the true delivery of democracy will be a difficult one. The new baby Haiti that will come out of the electoral operation will be a beautiful one that will grow in wisdom and in prosperity for the glory of the region and for the rest of the humanity.

I was one of the godparents, who were at the baptismal when the party “Reponses Peasants” (the umbrella under which Michel Martelly is conducting his campaign) was created. The party has adopted the vision of inclusion, hospitality and collegiality so often probed in my column. I will be there to ensure that this vision becomes the trend in the nation and in the region.

Time to stop prostituting Haitians

Haitians have been migrating to the Bahamas for centuries. For race-based reasons, it was a problem in the early 19th century. While the racial legacy formed itself in the post-colonial psyche of African and non-African Bahamians, the modern problem is driven by other issues, like erratic fear, selfish politics and lackluster leadership.

One day, hopefully, Bahamians will wake up and realise, as sure as a man cannot cheat death, no number of raids, repatriations or immigration policies will solve the problems we presently have.

The political directorate know this, but they have chosen Haitians for their most favoured political prostitutes: to use and abuse to stoke fears and hoodwink the masses.

The reality is, neither the Department of Immigration, the Defence Force nor the entire might of the state have the power to ease the plight of all people in despair.

For centuries, migration has been the answer to populations seeking a better life, according to Leonard Archer, former CARICOM Ambassador. This is the story of Europe, Asia, Africa, everywhere in the world. When people experience scarcity, drought, famine, hardship, or persecution in one area, they move to another.

"If you interview the Haitian people who are coming, a number of them have been deported two, three, four times. People are desperate. The reality is desperate people will always move and we can't afford to put a wall around the country," said Mr Archer.

"We have been deporting people to Haiti since the 1970s. Has it helped? Has it worked?" he asked. People should know: we have no ally in the Haitian government or the Haitian people where the immigration problem is concerned. In a country of 10 million, the hundreds of people who migrate to the Bahamas, whether legally or illegally, is not a problem on the minds of most.

Plus, Haiti, like Jamaica, relies on remittances from its Diaspora population. When countries realised that the side effect of the brain drain was a supply of cold hard cash from the Diaspora, suddenly the migration of nationals did not seem so bad. On the contrary, migration was encouraged and remittances became a primary source of foreign exchange.

In the Bahamas, we are banging our heads against the wall with our hysteria over the illegals. All the banging is just giving us a headache.

We desperately need a new approach to the so-called immigration problem and we need a new vision of Haiti.

We should never forget: when the African world needed a sign that its certain fate would not be decided by the interests of slave masters and colonial rulers, it was a group of disparate Africans on the island of Hispanola, with the backing of their ancestors and the divine spirits, who rose to the occasion. Empowered by a collective will, they planted the seed in the African consciousness that we are more than they say we are; we deserve more than what they want for us.

Two hundred years later, Haiti that gave us hope, appears to face a hopeless fate. All we see of its people is what seems to be their worst. The eyes of the world take an interest only when the story line is one of strife and scandal; when the images fit the narrative of poor, desolate, pagan and black. And in the minds of most Bahamians and many Haitians, the light that is Haiti has faded.

Experience tells us that in our darkest hours it often takes a light, whether shone by an external source or a spark in our own spirits, to help us overcome. In an Avatarish way that light speaks to us and says: 'I see you'.

In an African way that light says, ubuntu, 'I am what I am because of who we all are'. In the language of psychotherapy, the light says, 'tap into the greatness that lies within and live it'. And from our queen mothers it says, 'I love you'.

Africans across the globe need to care enough to be more informed. Bahamians need to rise above the malcontent, so our people and the entire world knows, Haiti is more and Haiti deserves more.

It is more than what the international media depicts. It is more than the actions of its political directorate. It is more than the folly that befalls it, and it is more than what our eyes see. In this season of great frustration, Haiti needs neither our disdain or pity, nor our charity; it needs our great expectations, and with our collective consciousness, we will call out its greatness. Haiti has much work to do, but I wonder if we will start to play our part from where we stand. Certainly, in the history of our relationship with Haiti, the Bahamas has missed countless opportunities. That is largely because of our singular focus on immigration.

If we date the start of diplomatic relations to 1971, when the Bahamas signed the first of three bilateral treaties, then we can claim the 40-year prize of missed opportunities in building a meaningful relationship.

With newly acquired rights of self governance, and a dispatch from the UK's Foreign Common Law Office giving it limited authority to conduct external affairs, the Bahamian government negotiated its first bilateral agreement in 1971. Haiti was the foreign partner.

That agreement envisaged a broad range of relationships, including commercial trade and technical co-operation, education exchanges and cultural linkages - understandably so, because for two decades prior, Haitian labour had been growing in importance in the Bahamas. From the 1950s, Bahamians were working to establish modern commercial farming and Haitians provided a source of cheap agricultural labour from then. Mr Archer said Haitian farm workers employed in Marsh Harbour, Abaco, in the late 1950s, were not "perceived as a threat".

Owens-Illinois, an American company operating in Abaco, was known to recruit Haitian labour in the late 1960s, recalls Joshua Sears, director general at the Ministry of Foreign Affairs. Owens-Illinois originally had a timber cutting license to operate in the Bahamas, but when cutting rights were transferred from Abaco to Andros, the company switched its operations and opened a 20,000 acre sugar cane estate in Marsh Harbour. Suffice to say, the population of Abaco and the available supply of Bahamian labour at the time would have given rise to a demand for Haitian workers.

Unfortunately, whatever promise the 1971 agreement may have embodied was short lived because it was "never really actualised", according to Mr Sears.

This is evidenced in the subsequent agreements - 1985 and 1995 - for which immigration was the central issue.

To this day, the almost singular focus of our foreign interest in Haiti is immigration. Dr Eugene Newry, former Bahamas ambassador to Haiti and the Dominican Republic, said in the modern world, countries establish diplomatic ties to look after economic interests. He said the Bahamas is the anomaly. Its interest in Haiti is solely to keep the Haitians out. The Ministry of Foreign Affairs and the Ministry of Agriculture might disagree, pointing to regional security initiatives and mediation efforts in Haiti in which the Bahamas has played central roles, or recent exploratory projects. But as valid as those efforts are, anyone would be hard pressed to contradict Dr Newry's overall assessment.

What makes our efforts so laughable is that given our efforts over 60 plus years, the solution to the immigration problem remains elusive.

This is so, notwithstanding the notoriously draconian efforts of the much loved Progressive Liberal Party Minister of Immigration Lofters Roker, whose administration was said to raid schools, churches and even hospitals to round up "illegals".

History has shown us we are inextricably linked to Haiti. Today is no different. Waves of immigrants are seen any time public confidence in Haiti wanes, during economic crises, at the mere threat of political instability, and at times of natural disaster, to which Haiti is no stranger. So unless the Bahamas has control over Haitian politics, the Haitian economy, and acts of God, things will not be looking up anytime soon.

Short of Haiti being restored as the light of the world, and probably even after, migration will be a Haitian reality, and the Bahamas, less than 200 miles off the coast, will suffer the consequences.

All is not lost, for there is a solution to the problem. It requires less money, less resources and fewer headaches, but it is infinitely more difficult than anything we have ever tried before.

A new approach to the Haitian problem is not incongruent with a clear understanding of the Bahamas' national interests. Illegal immigration strains national resources; Bahamian sovereignty is a national imperative, as is the security of our people. These are the interests that motivate Bahamians to call on the government time and time again to crack down on the immigration problem.

But in the interest of national development, and to play our part in history, someone needs to start being honest with our people and stop paying the pimps to prostitute the Haitians. There is a better way. The Bahamas has unexplored and underdeveloped interests in Haiti.

Let's look at our economic interests and the question of labour, because if we are honest, we would acknowledge that Bahamian and Haitian interests are aligned in many ways.

Economic migrants flock to the Bahamas year after year, not political refugees. That means Haitian people look to the Bahamas like we look to the United States - as a land of opportunity. For Haitians, there is a lucrative labour market in the Bahamas and their skills are in high demand. If there was no reason for optimism and they did not find employment in the Bahamas, they would not come.

Yes, unemployment in the Bahamas is high. The government has a responsibility to create jobs and to stimulate the economy, and the private sector has an interest in creating jobs where there are lucrative business opportunities.

Most Haitian labourers are employed by the private sector. For better or worse, Bahamian businesses are empowered by the law to employ foreign labour. Just look at the financial and tourism sectors, although they are not necessarily models to emulate.

In fact, the employment of foreign labour in these sectors is not scrutinised nearly enough. While Bahamians have their eyes on Haitians, predominantly white foreigners in finance and tourism are holding a virtual monopoly on well paying jobs that would otherwise give Bahamians an opportunity to create wealth and better the nation. Foreigners in these sectors gain employment on a so-called temporary basis, with a provision to train Bahamians, but in most cases they never leave and they don't truly empower Bahamians. They find it easy to get naturalised, and permanently secure the senior job ranks for Bahamians like themselves. This system proves that Bahamians do not have an entitlement to employment although many believe they do. Perhaps we should, because this is our country. But perhaps not, because we live in a global village. That argument is another debate altogether.

For now, clear eyes would see, Haitian labour is not the antithesis to Bahamian unemployment. That is our own problem. Haitians are simply the most favoured scapegoat. It is like a scorned wife blaming a prostitute for her husband's infidelity.

If we were to round up every Bahamian who has at one point engaged in the practice of employing Haitian nationals, they would probably outnumber the Haitians themselves.

If Bahamians were genuine about wanting to exorcise Haitian people, that would require draconian measures like strict penalties for Bahamians hiring undocumented workers. The sacrifice would be a culture where people would spy on neighbours and employees would spy on their employers.

Let us stop kidding ourselves. Most of the nationalist outcry is just rhetoric. It does not reflect the desires of the private sector, the practice of our people, and it does not reflect our true economic interests. The government can vouch for that. The trade in foreign labour in the Bahamas is a lucrative business. The government's coffers are kept fat by the millions paid annually for work permits.

Sixty years ago, pioneers in the agriculture sector knew we could not thrive without foreign labour. There was a reason why. The Bahamas has 326,000 acres of arable land. According to Dr Newry, it would require two workers per acre to fully exploit this resource commercially. That translates to every single Bahamian in the country needing to take an interest in agriculture, supplemented by an abnormally high birthrate, and steroid aided child development.

Our opposition to Haitian labour is simply coming from our hurt pride. The notion that we might need Haitian labour is not an indictment on Bahamian labour. It is just a reality. People who accept this do not fear or scorn the idea of an organised temporary worker programme like the South Florida work scheme Bahamians participated in during the 1950s.

For people like Mr Archer, who does not agree with talk about the massive farming potential of the Bahamas because of our "poor soil quality" and questionable water supply, there are economic interests for the Bahamas in Haiti itself. "Let us be practical. If there is going to be a farming industry in the Bahamas it has to be driven by private capital and private enterprise. If the government has to engineer it then it will be a make-work scheme rather than an agriculture scheme. The reason we don't have a farming industry is those persons who tried it didn't succeed. We don't have the natural kind of conditions for a successful farming industry," said Mr Archer.

There are many who would disagree, pointing to success stories of the past and present, like the famous story of Edison Key. But a fair question would be, what about longevity?

Mr Archer does not deny some success. After all, the seaside mango farm of the Maillis family is evidence of such. But he argues, if the farming potential were really so abundant, the private sector would have already found a way to exploit it fully. So here is another notion to consider. Haitian mangos sell for 99 cents or less in New York City. The same mango costs $2.50 - $3 locally, according to Mr Archer. His point: Bahamians could invest in Haiti, as farming there is a lucrative business proposition. It would have consumer benefits at home and produce employment benefits for the distribution and marketing of farmed goods. Again, it is our hurt pride that makes us scorn the idea. Many Bahamians would surely say, we need to invest in our people. We have done enough for Haiti.

"You have to make up your mind what you want. If by investing in Haiti you would create the conditions where they wouldn't need to come, surely that is a useful solution. There are people who just want the problem to disappear. Unfortunately problems do not just disappear," said Mr Archer. He agrees that a work programme is one way, but it is not enough, he said.

"We have to ensure there is economic growth in Haiti. When (Jean-Bertrand) Aristide became president a number of Haitians left the Bahamas and went back to Haiti because they thought things would get better.

"The source of the problem is Haiti itself not Haitians in the Bahamas," said Mr Archer.

May 14 or February 7: What does the Haitian constitution say?

The Haitian Constitution is clear and neat in its article 134.1: “the term of the president begins and ends on the February 7 following the date of the elections.” Rene Preval, the Haitian president has succeeded with corrupt money to have legislation passed that would extend his mandate until May 14. The term of the legislators that extended the mandate expired on January 11, 2010; as such they had no authority to pass such a law on May 17, 2010.

The promulgation of the law certifying his presidency on March 24, 2006, indeed stipulated that his mandate will end on February 7, 2011. He had thirty days to contest. He failed to do so. At his inauguration five years ago, he did recognize that the letter and the terms of the Constitution shall be the last word: “I will remit the power on February 7, 2011, whatever the time and the date of my inauguration.”

President Preval during his five years in power has succeeded in emasculating the judiciary. He has refused to name a chief justice. When confronted with this major dereliction of duty, he claimed he was too busy with other matters to perform that crucial constitutional obligation, in a casual remark he continued, “All the justices minus one are unconstitutional.”

The United States is unique in the world in having a strong Constitutional Court – the Federal courts as well as the Supreme Court – that intervene to prevent problems and bring about solutions to conflicting political issues.

John Marshall, the eminent American jurist, in a seminal decision – Marbury vs. Madison – in 1800 stated it is the province of the court to say what the law is. This dictum reproduced in the jurisprudence of most western countries put the judiciary on a higher platform where actions by the legislative and by the executive can be reviewed by the court for their conformity with the established constitution.

To solve the Haitian dilemma we must go into the spirit and the minds of the framers to find out what the deadline of February 7 meant in their deliberations. I have consulted two of the framers who toiled for months to produce the Haitian constitution.

They told me the date of February 7 was chosen as a strong barrier against any volition of dictatorship from future presidents. The last dictator, Jean Claude Duvalier, was chased from power on February 7. To extirpate for ever from the Haitian mind and spirit the possibility of incubating a new dictator, February 7 as the last date for remaining in power has been written in stone in the Haitian Constitution. The law extending the term of the President to May 14 is repugnant to the Haitian Constitution.

Since 1987, Haiti has made three small steps that may lead its nascent democracy to leaps and bounds.

1. February 7 has been set as a road block that cannot be removed or crossed by any wannabe dictator to implement a new form of dictatorship into Haiti.

2. The current president cannot present himself for a second term consecutively. After a non consecutive two terms he cannot run again.

3. The reigning president cannot use his power to legitimise an associate as the next president. The permanent electoral board is responsible for organizing and controlling with complete independence all electoral procedures until the results of the election are announced.

President Preval has succeeded in running amok of all the acquisitions of the Haitian democracy. Having succeeded to be elected for a second term, he is trying to go beyond February 7, in his mandate. Furthermore, he is insisting that his candidate Jude Celestin be rubber-stamped by an electoral council as the next president.

President Preval has presented the spurious arguments that he is and shall remain the only interlocutor accepted by the international community to defend and present the interest of the Haitian people.

His disastrous leadership during the last five years in general, his poor handling of the catastrophe that befell Haiti since January 12, his dubious handling of the electoral processes, all indicate that his credibility after his mandate is at a low point to help Haiti cross the Rubicon of its recovery.

Haiti, after two hundred years, has for the first time the entire constellation in its favour to usher into a new era of prosperity and fulfillment. It has a large educated Diaspora (in love with the motherland), ready and willing to help. Its population has experienced without relief but with ‘saintly resilience’ the dictatorship of the Duvaliers, the militarism of Namphy, Cedras, and Avril. It went into the anarchic-mercurial governance of Aristide and Preval as well as the corrupt bureaucratic transition of Latortue. It is now ready and thirsty for true democracy.

For the first time in its history, due to the devastating earthquake, the entire world was concerned about and wanted to help Haiti. Yet the corrupt leadership of the present government thwarted any coordination of the aid agencies that would bring incremental relief to the Haitian people.

President Preval stands across Haiti’s smooth process of recovery. At the end of his mandate on February 7 the people of Haiti, the commerce and the industry, the church, as well as the true friends of Haiti should stand as one to prevent (using former Assistant US Secretary of State, Roger Noriega’s language) the clumsy electoral farce from turning into needless political violence.

Letting Preval formulate and implement at his own discretion the date of his departure from power is a dangerous precedent that will impede forever the young Haitian democratic process.

It will create also chaos and instability with no end in sight!

Honouring our commitment to Haiti

Families across New York will be reflecting this week on the first anniversary of the devastating earthquake that ravaged Haiti. The tragic loss of life and hardship from this disaster has anguished the people of Haiti and their families here at home.

While we mourn the more than 300,000 people who died during this tragedy, we must also not forget the over one million displaced Haitians who are still living in crowded camps and many others still without basic services.

Now that the cameras have gone, we cannot leave Haiti behind.

US Senator Kirsten Gillibrand (D-NY) is a member of the Senate Foreign Relations CommitteeIn the aftermath of the earthquake there was an outpouring of support from governments, ordinary Americans and people across the globe. And while we have made some progress, a number of events from deadly storms, to a cholera outbreak, and contested local elections have further complicated long term reconstruction efforts.

We must not let up on our pledge to help rebuild Haiti.

The way forward requires commitment and vision. I saw the challenges firsthand when I spent time in Port au Prince last year, and I believe there are opportunities to tackle the country’s serious needs.

First, the Haitian people deserve free, fair and inclusive elections and a stable, working government that responds to their needs. Election fraud must be addressed and corrected. Only then can the Haitian people have confidence that their government will effectively use international and Haitian resources to help move the displaced out of camps and into permanent homes, strengthen schools, and create new economic opportunities. I am closely following the Organization of American States (OAS) review of the election results and will work to ensure a fair election process.

Second, we must do a better job of partnering and working with the Haitian people and the Diaspora community. I have consistently raised this issue with the Administration and will continue to urge the USAID Director to ensure that we stay true to our government’s commitment to engaging with all the stakeholders in supporting a Haitian-led recovery.

Third, I will continue to call on the United States to make a high quality, public school system a top priority in our relief efforts. It was inspiring to see eager schoolchildren in backpacks on their first day of school during my visit. If Haiti is ever going to rebuild, and if these children are ever going to succeed, Haiti needs a strong publicly funded school system serving as community cornerstones, offering health clinics, immunizations, literacy education, job training and nutrition for children and families.

While we seek to rebuild Haiti, we must protect Haitian nationals residing in our borders. In the hours after the earthquake, I called on President Obama to grant temporary protected status (TPS) for Haitians living in America. I am grateful the Administration took swift action, allowing Haitians in the US to continue to live here without fear of returning to a country ravaged by devastation.

With TPS set to expire in July of this year, I am urging the president to once again extend temporary protected status for an additional year through 2012.

I am also renewing my push to help 35,000 Haitians who have US government-approved family immigrant petitions reunite with their families in the US.

Due to visa backlogs, some Haitian spouses and minor children of US permanent residents or adult children of US citizens could wait for years to come to America. This month I will re-introduce legislation in the Senate to allow such individuals to leave Haiti and work in the US.

Haiti faces a series of enormous challenges and there is more work to do. We must do more to ensure that the problems of Haiti do not become a forgotten cause. The survivors of the tragedy remind us of the strength, resilience, and hope that emerged from the rubble. We must stand in unity with the Haitian people and remain steadfast in our mission to see Haiti overcome, recover, and succeed.

Deconstructing the Haitian political crisis

The Republic of Haiti is at a stalemate. A national election took place on November 28, 2010. It was encrusted with so much irregularity, government-led violence and polling manipulation, including international mishap and corruption, that the final results cannot be proclaimed. One of the most popular candidates, Joseph Michel Martelly, was relegated to the third place, denying him the right to a second round of balloting.

There was rioting, and protests all over the country. The candidates, the pundits and the electoral board as well as the international community are all shooting at each other, diverse formulas to redress this gross disrespect for the sacred principle of democracy, which is the right of the people to choose their own leader without interference.

Haiti, as most third world countries, is familiar with the strength of a long hand (national and/or international) that manipulates the electoral transition to ensure that political stability is equal to or tantamount to the status quo.

There was an election recently in St Vincent and the Grenadines. The people of St Vincent at home and abroad for the past five years in the media and out loud have cried out against the arrogance and the ill advised policies of their government. Yet at election time, the same Prime Minister, Dr Ralph Gonsalves has been returned to power for the next five years, albeit with a slim majority.

Rene Preval, after two five-year, non consecutive mandates has led the Republic of Haiti with a desinvolture so pregnant with ineptness that all types of catastrophes are falling to his people, inundation with landslides, earthquakes with disastrous consequences, rampant disease such as cholera, causing thousands of deaths and immense hospitalization. Yet his slogan of political stability is translated into using all the state and international resources to put his own son-in-law into power to continue the culture of keeping Haiti in the state of squalor.

My eureka in the process of the deconstruction of the national and international link of the Haitian political crisis started in September 2009 at the Clinton Global Conference in New York. I was hobnobbing with world leaders when a personal friend introduced me to the mighty and the powerful of this earth as the next head of state of Haiti. One of them took my friend on the side and told her, “Do not listen to this lad; the next president of Haiti will be the wife of President Preval!” President Preval was not married yet to his present wife; the wedding took place in December 2009.

In the meantime, God himself got into the fray! A powerful earthquake on January 12, 2010 shook the land under the capital, Port au Prince, destroying most of the governmental buildings and killing more than 300,000 people. A plan B was designed by President Rene Preval. He would incubate the former Prime Minister Alexis as his successor. Alexis had a good following amongst the legislators, but he was decried by the people as a poor policymaker when they forced him out during the first stage of food riots that would circle the whole globe in 2008.

This choice was secretly endorsed by the international community. The American Democrat Party was ready to lend its best technicians in campaign practices to the Unity Party. I had no information or knowledge about the preferred candidate of the Republican Party.

At a conference organized by the OAS in Washington for the Haitian Diaspora to participate in the reconstruction of Haiti, I was warned by one of the operatives that my intrusion into Haitian politics was not welcome, Alexis was their man!

CARICOM, through their associate director Colin Granderson, was proposed and accepted to anoint, supervise, tabulate and give credence to the gross organized deception that the Haitian people have called a selection not an election. CARICOM has no funding for such operation.

Another plan was devised to have the American government and the American taxpayer pay for the macabre exercise. It did so to the scale of 12 million dollars, with no strings attach, with Mr Granderson doling out the dollars at his choice under the pretext of international observation.

Elizabeth Delatour Preval has other plans; she does not get along with Frederika Alexis, a strong willed lady in her own right. The reigning First Lady will not accept that the aspiring first lady occupies the National Palace. She put her veto to the choice. President Preval had to come up with option C. Jude Celestin, his aspiring son in law, was the nominee of the brand new party, Unity, reconstructed overnight as the Senate and the assembly deserted the president in his choice.

Massive resources of the national treasury brought some of them in line; Jude Celestin had an open checkbook to plaster the country with posters and giant billboards. His credentials for the top job of the nation has been honed by the president who created the CNE (outside of the governmental scrutiny) to build roads and provide national sanitation. He was also in charge of collecting the bodies after the earthquake.

The people of Haiti have decided to grant a failing grade to the Preval government that exhibited any constructive leadership under the lowest standard of good governance during the last five years. The balloting of November 28, 2010 reflected that evaluation.

Yet, through national and international connivance, (OAS, CARICOM and the Canadian expert in charge of the tabulation) a massive fraud was concocted to position the candidate of the government as eligible for a second balloting.

The people of Haiti as one have stood up to stop this gross violation of their rights. The political crisis has since been in full force. The Haitian Constitution has provision for such a crisis. A new government must be in place on February 7, 2011 to replace the Preval administration. In his spirit of callousness, he has avoided during the last five years to name a chief of the Supreme Court who by law would be named the next chief of state in case of political stalemate.

The Constitution foresees also the investiture of the oldest judge of the Supreme Court as president in case the chief judge is not available. The Haitian civil society, the international community, the political parties will agree to nominate a prime minister who will organize a government in the spirit of the Constitution to organize new elections and lead the transitional reconstruction of the country.

The people of Haiti have exhibited, according to the Wall Street Journal, a saintly patience and resilience during the successive waves of national trauma. Haiti is not St Vincent and the Grenadines; its patience with an arrogant and inept leader, unwilling and unable to hear and empathize with its suffering, is not without limit!

What's next for Haiti?

The elections of November 28, 2010 represent a watershed for the nation of Haiti. The government has tried to disrupt the proceedings through violence, manipulation and plain inept practice. Yet the people have stood fast to vote en masse for fundamental change against a regime that was neither communist nor capitalist but disguised with the veil of democracy while wearing the gangster suit of misappropriation, indifference to misfeasance and just plain arrogance.

This charade was facilitated by the international community that could not be naïve about the true colors of the Executive and the Legislative that seem to function just for their own insatiable benefit to the detriment of the needs and the interest of the people of Haiti.

It has been as such for the past sixty years, to be exact, fifty four years, when the government of Paul Eugene Magloire was forced into exile in December 1956 while he tried to remain in power beyond his designated mandate. There were first the dictatorial regime of the Duvalier father and son that lasted thirty five years, than the military regime of Namphy, Avril and Cedras followed by the anarchic and demagogic regime of the Aristide and Preval, which is now twenty years old.

Throughout that ordeal, the Haitian people have suffered, repression, misery, exile, occupation, natural and consequential catastrophe, disease and major epidemic including this outbreak of cholera.

What’s next for Haiti?

This island nation that was once the pearl of the Caribbean for three centuries during the French occupation has known only hard times during its self governance, which is now two hundred years old. The only successful slave revolt to lead into a nation-building experience in the world, the Republic of Haiti was doomed to fail as it challenged the world order of black enslavement. From a de jure slave controlled entity it was transformed into a de facto failed nation where the majority of the people were subjected to the same humiliation and the same deprivation endured by their forefathers.

As in Africa, where black rulers contributed to the sale of their subjects for the perpetuation of the Atlantic Middle Passage, successive Haitian presidents have facilitated the degradation of the environment, the pauperization of the population and the brain drain of the best minds that could have build the nation and challenge the status quo.

Enter this era when Joseph Michel Martelly, a Haitian bad boy, iconoclast and true patriotic, stands ready to shake things up and bring about the Haitian Renaissance. He will need to call upon the vast reservoir of the Haitian Diaspora, dispersed as the Jewish population all over the world. He will need also to challenge the international community that used a wall of silence and accomplice to incubate a toxic transition at each window of opportunity from squalor to more squalor.

Haiti, well positioned as a pearl in the middle of the Caribbean chain, can become the catalyst for the true growth of the region. It has a natural physical beauty with a pastoral life reminiscent of Switzerland minus the snow but filled with sea sand, sun and surf. It has a large population -- ten million people -- that are creative, industrious and resilient.

They only need to be educated; a high school coupled with a technical component in each neighborhood shall be the staple for the basis of the country recovery. The first shift for instruction – 8.00 am to 12.pm -- shall be dedicated to the very young. The second shift -- 1.00 pm to 5.00 pm -- to the not so young, and the last shift -- 6.00 pm to 10.00 pm -- will be reserved for the adults.

Haiti was the product of its indigenous army; its very creation was laid down by its founder father the General Jean Jacques Dessalines as a gift that should be cherished with care and devotion. As such it cannot continue to exist without its essence. The new government shall invite the UN deployment force to leave the country so it can reconstruct its own army hopefully with the butin de guerre of all the war toys – tanks trucks and equipment -- brought into the country by MINUSTAH. This new army shall protect the environment, safeguard the population in case of disaster and facilitate the rebuilding of the country through technical assistance.

The successive callous governments have caused the population to become a nation in transit. From the deserted and abandoned rural villages the people have migrated to the small cities en route to the shantytowns of the larger ones, marching on to the capital causing environment disaster of biblical proportions. The audacious ones have embarked on leaky boats for illegal travel to The Bahamas, Florida and beyond in search of a hospitable sky.

The new Haitian government shall root its population with infrastructure and adequate institutions in their own locality. It shall have also an eye for leaving no one behind with an affirmative action program on behalf of those with no lineage pedigree.

Is Michel Martelly the black knight bent to avenge the nation and its people against the curse of misery, mistreatment and malediction? The next five years shall bring the ascent of a new and prosperous horizon for Haiti and for its neighborhood all over the remaining chain of the Caribbean islands. Haiti shall regain its tradition of enlightened leadership for the region and for the world!

Remittances to the Caribbean on the rise again — World Bank

WASHINGTON, USA (CMC) — After what was considered to be a "rough 2009", the World Bank says remittances are on the rise again in the Caribbean.

A briefing paper by the Washington-based financial institution said remittances "began to bottom out during the last quarter of 2009" and, as a result, "money transfers now appear to be on the rise" in Jamaica, Haiti and other places.

The briefing paper said remittances to Latin America and the Caribbean didn't fall as sharply as private capital flows to the region, as investors pulled out of emerging markets.

The bank said remittances to Latin American and Caribbean nations sank 12 per cent as the US and global economies "hit the skids" last year.

Overall, World Bank researchers said remittances to the region are expected to increase this year by an estimated 5.7 per cent and would also grow in 2011.

The World Bank said remittances to Haiti are expected to increase this year as relatives abroad seek to assist those at home.

It said the post-earthquake decision by the United States to grant temporary protected status to 200,000 Haitians living in the country illegally could also increase remittances by as much as US $360 million this year.

The bank said the Haitian Diaspora sent an estimated US $1.32 billion in remittances to their homeland last year. In 2008, remittances accounted for a fifth of the Haitian economy.

Haiti and its flawed electoral process!

The Haitian Constitution stipulates that regular presidential elections shall take place every five years on the last Sunday of November, with a presidential inauguration to take place on the following February 7, to correspond ab eternum to the day the Haitian people delivered themselves from the Duvalier dictatorial regime.

He can be reached at: jeanhcharles@aol.comThe earthquake of January 12, 2010, has destroyed the capital city of Port au Prince as well as surrounding cities of Jacmel, Leogane, Petit Goave and Grand Goave, with more than 1.7 million people sleeping under a tent, sometimes in the rain amidst squalor and the mud. Vital records have been destroyed, the dead have been cremated without proper state sponsored identification and the Preval government has exhibited a culture of deception, corruption, and perversion of the electoral process. It is a perfect storm to create a disaster in lives lost in the next few months. It is also the perfect tool for maintaining the status quo through a flawed electoral process.

Yet the international community, through the voice of the OAS Assistant Secretary General Albert Ramdin, the United Nations representative Edmond Mulet, the CARICOM delegate PJ Patterson, is pushing full speed ahead for a flawed election to take place under the baton of Rene Preval, a master mind of cunning, double talk, and plain disregard for the plight of the majority of the Haitian people.

He personifies the man Paul Berman would qualify in his recent book, The Flight of the Intellectuals, as the Pretender, saying different things to different audiences with no truth and no conviction to either. He is neither a capitalist, nor a socialist, nor a nationalist. He is “a dark smudge of ambiguity”. Here are some relevant facts on Preval’s past election records.

* The election of April 6, 1997 was set for the renewal of one third of the Senate; he forced upon the electorate Fourell Celestin, a recently drug convicted. There was opposition from the Electoral Board, causing its president Leon Manus to be spirited by an American helicopter to safer pasture abroad to avoid injury to his person.

* The election of May 2000 as well as the election of November 26, 2000 was mired in irregularities and disfranchisement of the majority.

* The election of April 21, 2009 has repeated the canvass of the election of April 6, 1997, with President Preval incubating with state funds the candidates of notorious human rights violators. There was very low national participation.
He was on his way of forging ahead with his macabre plan of succeeding himself through his newlywed wife or one of his trusted companions when, to quote the malicious Haitian people, God got Himself into the fray and allowed the earthquake the very afternoon after a crucial meeting of Preval in the national palace to seal the election in his favor.

May 18 commemorates the weaving of the flag made with the blue and red piece of cloth from which the white piece symbolizing colonial France has been extirpated. On this very day of celebration, the people of Haiti are demonstrating en masse, on the street demanding the forced departure of the Preval government so they can go on with their lives, and ensure a fairly clean election.

Will Preval and the international community, through misguided policy, succeed in maintaining a status quo that will lead to disaster in the coming months of the hurricane season with millions of people at risk? Or will the Haitian people succeed in forging a new order of business in running the Republic of Haiti?

To solve this dilemma, I will peer into the history of the Haitian Revolution and the story of the United States Black Emancipation for inspiration as to the outcome of this David and Goliath re-enacting the biblical battle.

I am now 64 years old. I have only lived 11 years in my youth in the bliss of the dream of living in a country where hope was part of the staple of the daily life. Yet I belong to the 10 percent minority of Haitian people where the roof was sound, the food was always on the table and the best education was a given expectation and a reality.

For the past 50 years, the mass of Haitian have endured a living hell. Through dictatorial regimes Duvalier pere and Duvalier fils, through military regime, Namphy, Avril and, Regala, through the populism regimes of Aristide and Preval, through government of transition, Malval, Latortue, it has been for Haiti and for the Haitian people: the more things change, the more they remain the same.

The United Nations, through several acronyms:

have promised that they will stand fast to support and help the Haitian people to gravitate towards a better life. Yet, Haiti has since been sinking deeper into bigger risk in food security, diminution of human life protection and severe environmental degradation. It was Edmond Mulet of the United Nations who picked up Rene Preval from his hamlet of Marmelade to help to catapult him into his second mandate. Mr Mulet has today the odious task of helping Preval to choose his successor.

The Haitian intellectual and political class has for once entered into a holy alliance with the masses to say no to this plan. They have decided that Haiti must enter into a new paradigm where the children will be fed and schooled, where taking a leaking boat to Miami or the Bahamas is a nightmare of the past, where the government will work with the Diaspora to create a land hospitable to all, where the flora will be replenished with precious wood such as mahogany. They also plan to unleash the creativity of the critical mass of Haitian people for their own benefit and their personal wealth accumulation.

The international community has responded with unusual humanity and compassion to the earthquake-stricken Haiti with ten billion dollars, the corrupt regime and the partisans of the status quo will easily sink $100 billion with no apparent result for the Haitian people. They have discovered a brand new concept: disaster profiteering.

It took the advent of Abraham Lincoln after sixty years the American Independence to recognize that “American slavery had been an offense that God was ready to see destroyed”. Frederic Douglass, the black American avenger, saw the Federalist War against the South as a path to the nation’s healing, even “when the cold and greedy earth drinks up the warm red blood of our patriot sons, brothers, husbands and fathers, carrying sorrow and agony into every household.”

Will the deaths of some 300,000 Haitian people be in vain? Parodying Lincoln “with malice toward none, with charity for all, with firmness in the right, as God gives us to see the right, let us strive on to finish the work we are in to bind up the nation’s wounds”! This is the rallying cry of the new Haitian coalition that plans to remake the Haitian Revolution of 1804 in 2011 not with bullets but with ballots. We need a culture of respect for the electoral process.

Indeed, two hundred years ago, Napoleon Bonaparte succumbing to the pressure from the former colonial planters of Haiti, formerly St Domingue, invaded the country to re-establish slavery dismantled by Toussaint Louverture. Napoleon succeeded in kidnapping Toussaint but the roots of liberty were too deep to be uprooted. The Haitian indigenous army rebuilt and energized by the Congress of May 18, 1803 submitted a definitive blow to slavery for the benefit of the entire world. The only predecessor to this epic story of defying slavery was a vain attempt by Spartacus against the Roman Empire in 73 BC!

The Western world has succeeded in realigning Haiti to a de facto slavery condition through the connivance of its own leaders after the assassination of the black avenger, Jean Jacques Dessalines, in 1807. Haiti is today, after two hundred years, a de facto apartheid regime. The labeling is cheap but the facts are convincing. Not one of the 565 rural hamlets of Haiti has received any funding for infrastructure and institution building. Seven million Haitian people out of the 9 million population live in extreme misery, neglect and ostracism from their own government.

The holy coalition amongst the Haitian civil society, the masses, the Diaspora, the intellectual class is determined to dismantle that status quo. No amount of intimidation and pressure from the Haitian government and its allies – the so-called friends of Haiti- will stop this new alliance. Haiti needs a café au lait revolution a la Martin Luther King or a la Nelson Mandela to create a culture of inclusion for the majority.

The Vatican some two hundred years ago was supporting slavery! It did oppose the recognition of Haiti! Victory is always on the side of morality. In the long run! There is a Creole proverb that says: la guerre avertie pa tue co-co be. Cicero said it best: Caveat Consules!
