Lessons and Notes on the Hatian and Cuban Revolution
Haiti was the first free nation in Latin America and the Caribbean, the first nation in the modern world emerging from a slave revolt, and the second most long-standing republic in the Western Hemisphere.  The Haitian people overthrew the French colonialists in 1804, abolished slavery, and declared independence.


Their revolution was worse nightmare of colonial powers with possessions in the Caribbean - the ghost of Saint-Domingue disturbed the sleep of slave holders for years.

The imperial powers imposed a rigorous cultural, economic and political blockade on the new Haiti, to prevent the extension of its example.

Two decades after independence was proclaimed, in 1825, French warships returned, blockaded the young nation and issued an ultimatum: pay compensation or prepare for war.

An emissary from King Charles X delivered the message.  France demanded payment for properties confiscated by the Haitian Revolution: 150 million gold francs, some 21 billion dollars today, payable in five installments.

According to the colonial empire, the young nation was obliged to compensate French planters for the property and slaves they had lost.

On April 17, 1825, Haitian President Jean-Pierre Boyer signed the Royal Decree presented by Charles X, who promised French diplomatic recognition in exchange for a 50% reduction of tariffs on French imports and the outrageous compensation.

For Haiti the figure was impossible to pay, given the conditions of its economy, ravaged by the French naval blockade and a devastating war, but the "generous" colonialists made a proposal "they couldn’t turn down."

A group of French banks offered Haiti a loan to cover the compensation, resulting in a double debt that, along with the interest, bled the small country to death, over the course of the 122 years required to pay off its "independence debt."

What’s more, The New York Times recounts in a recent five-part series of articles, when the U.S. army invaded Haiti in the summer of 1915, a group of Marines entered the national bank and stole some 500,000 dollars in gold, that days later made its way to a Wall Street bank vault.

The United States, using the financial and political chaos the island was experiencing as a pretext, occupied the country militarily, continuing its longstanding policy in the region.  Haiti was to be governed by a U.S. military proconsul.

For more than ten years, a quarter of all Haitian income went to pay off debts to the National City Bank, incurred by the country to cover the expense of "assistance from the U.S. government," according to The Times.

ANOTHER ISLAND DARES TO CHALLENGE THE EMPIRE

In January 1959, another small Caribbean island, Cuba, defying U.S. imperial power, declared itself the first free territory of the Americas and dared to announce its decision to build the first socialist nation in the hemisphere.

The "crime of insubordination" committed required immediate action by the "superpower.”  Since then, all variants of war have been waged against the rebel island, including the economic, without success.

As an essential part of the plan to break the soul and subsequent extermination of the Cuban people, a monstrosity known as the Law for Cuban Democratic Freedom and Solidarity was concocted.

What similarities can be seen between this legal atrocity and the one foisted on Haiti by the French empire? 

Let's skip some frightening sections of the Helms-Burton Act, as it is also known, and consider the plan it envisions.

Let’s imagine two hypothetical scenarios, totally impossible for those of us who have confidence in the capacity for resistance and courage of our people.

First: The imperialist enemy and his allies, making use of their military power, would manage to occupy most of the country and establish a transitional government, after proclaiming the end of the Revolution.  Second: Division, deception, and discouragement sown by the enemy would lead to betrayal, another Baraguá, and we would “let the sword fall,” as in 1878.

Would we then have "free and democratic" elections?  No, the transitional government, handpicked by the occupying forces, would not call elections until the United States Congress approved such a move.  

The U.S. President or his proconsul, appointed for this purpose, would prepare a report to Congress every six months outlining progress being made in the transition process on the occupied island.

How long would this process supposedly last, if they are requiring a report every six months?  How long would Yankee troops remain in Cuba?

The answer to both questions is “Who knows?” (Reading the Bush Plan is recommended.)

Finally, after who knows how many years, the U.S. Congress would approve elections.  

What about the economic, commercial and financial blockade?  Would it be lifted when the end of the Revolution was proclaimed?

No, this is not part of the plan; the blockade is to remain intact during the transition, as an ironclad mechanism to apply pressure.

Once the elections were held in U.S. occupied Cuba, with the Revolution removed from power, we would have a president and government, in the style of the imperialists and to their liking.

Insistent questions remain: Would the blockade be lifted?  Would the economic war end?  The answer is no, that's not what the Helms Burton proposes.

The new Cuban "president" would verify to Congress that all U.S. citizens who were “former owners” had been compensated with the full value of all properties nationalized or confiscated in accordance with revolutionary laws and in line with international law, including those Cubans who, after 1959, became “Cuban-Americans.”

The “indemnity” or “compensation,” according to U.S. experts in 1997, would have an approximate value of 100 billion dollars.

The empire has a solution that would allow the Cuban government to pay for the legal procedures, compensation and debt: loans from U.S. banks, the IMF, etc., which would generate ever-increasing interest payments and create an endless spiral of plunder.

Cubans, like Haitians years ago, would spend decades paying off a practically impossible debt.  How could a country devastated, depleted, impoverished by war and occupation, a country that had lost a good part of its population of working and productive age, afford to do so? 

It must be clear that they could never occupy our island, without defeating a Cuban people determined to defend every inch of our homeland.

We would be left in the hands of our hangmen, ready and willing to drain every last drop of our national wealth.

Thomas Piketty, one of the economists consulted by The New York Times, in his work on Haiti, referred to this policy as "neo-colonialism by debt."

The "crime of insubordination" is the greatest "sin" that a people can commit.  Empires never forgive rebels. 

An insubordinate rebel plants a seed that can sprout many generations later.

The Haitian Revolution was a breeding ground of revolutions.  The punishment, the viciousness of the colonial master, could not erase its example. Inspired, Our America rose up to fight for its independence, again and again, as tireless as the courageous Haitians who defeated Napoleon’s best generals, in the first years of the19th century.

A tall order for the next president of Haiti

The president of Haiti, Rene Preval, according to the Haitian Constitution in its articles, 134.3 and 149, cannot seek another mandate nor can he prolong his tenure beyond February 7, 2011. He has sent legislation to the Haitian Congress seeking a prolongation of his term until May 4, 2011. Such steps in the past have caused the demise of two Haitian presidents, Dumarsais Estime in 1950 and Paul Eugene Magloire in 1956.

He will have first to delve into the state of the state of Haiti, the reasons why it is in a situation where, when you apply even the minimum standard of welfare and modernity, Haiti fell short in hospitality to its citizens before the earthquake of January 12, 2010.

The brand name Haiti is forever associated with the concept of a nation that defies the world order to dismantle the practice of slavery as it was implemented all over the Western Hemisphere. The gallant Haiti of 1804 is also the infamous Haiti of 1806 that assassinated its liberator, Jean Jacques Dessalines, and eradicated its name from the national frontispiece for the next one hundred years.

Henry Christophe, the second in command, tried but failed to inculcate the concept of nation building into the entire country. Supported by the French secret diplomacy, Alexander Petion succeeded in taking away the full command of the entire territory from Christophe. He succeeded also in imprinting the Haitian cultural ethos that we have today, Papa Petion and his subsequent successors is alright as long as he has a legacy that counts a lyceum in Port au Prince, Lycee Petion, and a city named after him, Petionville.

The citizens of Haiti have come to the reality of expecting little from their government and their government has assumed the obligation of providing not even the minimum standard of services to its citizens. Imagine, out of the 565 rural hamlets in Haiti, not five, not three, not a single one is equipped with electricity, potable water, decent roads, affordable habitat, incubation of business and entrepreneurship.

This Haiti, ruled by mulattoes and few illiterate black presidents during the first one hundred fifty years of its life as a nation, has caused an occupation by the Americans in 1915 and underdevelopment in every aspect of the national life. The indices in health, education, infrastructure and welfare were below standard in the entire republic.

Around that time, Jean Price Mars, a towering figure, a Martin Luther King, a Nelson Mandela ahead of the time, came with a message and a promise of redemption. He failed, though, to create a school and a movement that would carry the concept that we are all Haitians, as such beautiful and proud, deserving respect from each other, and services from a government for the people and by the people. By contrast, Lorimer Denis, Francois Duvalier and Dumarsais Estime, his students, succeeded in prostituting the concept of black is also beautiful into a doctrine of noirisme. It is now time for blacks only to get into the seat of power and influence.

Paul Eugene Magloire, the ideological neutral president, failed to realize the extent of the abyss of the Haitian social structure between people of the same nation, to bring about much needed correction. As such, his successors, Duvalier, Aristide and Preval, with their strict application of the noirisme doctrine have sunk Haiti into an abyss so deep that the world was taken by surprise on January 12, 2010, when the lead was raised into the open on the state of squalor so widespread in the entire country. In fact, the black presidents of the last fifty years have been as delinquent in their governance of Haiti as the mulatto presidents have been in their one hundred fifty years of government.

To solve the puzzle, the next president will have to shift into another paradigm of conceptual thinking to move Haiti into a sustained development mode. If we expect each president only to build their own trophy city: Petionville, Magloireville, Estimeville, Augusteville, Prevalville, we may wait another one hundred years before Haiti is equipped with rudimentary structure of modernity.

To apprehend and solve the problem of Haiti, he must apply the Renan Doctrine of solidarity and welfare for all. Ernest Renan, albeit his racists remarks about blacks, has laid down the best known formula to create a nation that shall become harmonious and hospitable to all. His criteria called for the full control of one’s border with one’s own army to do so. He called for the love and the admiration of the founding fathers through civic education into the mores and the ethos of the nation; last but not least, the obligation to leave no one behind, alien or not, minorities as well as the majority to create a nation harmonious for all.

The next president of Haiti will have to go beyond the politics of slogan to institute true affirmative action programs in the form of incubating small business enterprises to fill the deep divide between the different social classes in the country.

He will need to call on investors – national and international -- to form a public- private partnership to build roads, airports, ports and power plants. He will have the task of decentralizing the institutions to make them hospitable to all citizens, while rooting out the virus of corruption. He will need also to effectuate a better coordination of the mission and the tasks of the many nonprofit organizations – ONG -- established in the country.

The new government will need to go back to the drawing board to stop the implementation of the tent cities. No nation ever developed under a tent city. The internal refugees shall be encouraged to return to their ancestral homes with funding, and institutional resources to root them in the new setting. The Republic of Haiti has 140 small towns, 565 rural hamlets and 10 major cities beyond the capital that would welcome the refugees with open arms with a minimum of national funding. In fact, the amount of money wasted in temporary tent cities would have already put Haiti onto the road of reconstruction if this ill advised policy had not been implemented.

Last but not least, he will need to build artist’s villages to rekindle the creativity of the critical mass of Haitian artists. The next president shall also try to make Haitian people smile and laugh again while they tell stories and jokes with the wit that is the hallmark of the Haitian ethos.

Haiti in 2011 will have to lead an epic battle, not with bullets but with ballots to recreate or perfect 1804. In 1807, it made a left turn from the founding fathers’ doctrine and dream of creating a Haiti and a world that would be full of opportunity for all, instead of a dog eat dog principle, with the crumbs going to the perceived meek and the lowly.

The United States, with the advocacy of Dr Martin Luther King and the leadership of Lyndon Johnson, has embarked on the road of a more perfect society. It is a work in progress; it has already produced the first black family in the White House, the Obama family.

Recently, some countries in Asia, Singapore and Malaysia, in particular, have understood the strength of the Renan doctrine. Their government has sought to apply the principle in their governance practice. Malay, Indians and other ethnic groups have learned to live and coexist with each other for the glory and the wealth of the nation.

In the Caribbean, Haiti occupies the last place in development with Guyana because of their governance discriminatory practice. The Indo Guyanese have their own political party, the PPP, and the black Guyanese have also their own, the PNP. The Indo-Guyanese, in the majority, that occupy the seat of power, pay a lip service to the black Guyanese, pauperizing the country for both.

There is a movement now in Trinidad to export that movement onto the political canvas with the Unity Party organized by the Indo-Trini citizens. I am predicting it will not succeed; Patrick Manning will win the May election on the strength of the tradition of multi cultural harmony in Trinidad between most of the ethnic groups.

The new Haitian government will have to engage the Diaspora and the true of friends of Haiti all over the world to create the space of hospitality for the majority of Haitians. We have seen not only on TV but with our own eyes how there was no respect for the living nor for the dead. Pretending, as some counterparts in the international community want us to accept the status quo as the guiding light to continue a legacy and shape the future of Haiti, can only lead into a Goudou-goudou or a Poseidon much stronger and much destructive than the one on January 12, 2010.

Haitians will have to deliver, albeit with their ballots, the blow the Haitian founding fathers delivered to the troops of Napoleon in November 1803 to create a country hospitable to all.

Haiti, past and present, exposes the ugliness of humanity

We see the devastation in Haiti. We see the broken and lifeless bodies removed from the rubble. We see the walking dead with their bloody wounds, skin whitened by plaster and falling dust, and their hands caked with blood and abrasions from pulling each other from the crushing skin of the earth. We see the hand-wringing of anxious relatives wanting to know about the fate of their loved ones.

We see and hear Pat Robertson expound on his ‘pact with the Devil’ attempt at logical reasoning. We hear of Rush Limbaugh, in all his omniscience, claiming ‘Don’t bother trying to donate to relief efforts. We’ve already donated to Haiti. It’s called the US income tax.’

We see the leader of the most powerful nation in the world, President Barack Obama, in no uncertain terms, directing America’s military, medical, recovery, and whatever else resources, post-haste to assist this stricken country. We see regular genuine human beings from all creeds, colors, and walks of life of trying to be of help in this disaster.

We see all this and cannot help but wonder about our own humanity, about what we are doing in this world, and what we have done in this world. This calamity in Haiti wakes us up to what we are and need to be doing. But Haiti has been a never-ending calamity because of what we have done in this world. Haiti needs us to keep its anemic body and soul together, but we need Haiti just as much to maintain our humanity by reminding us of how ugly the human spirit can be, and how low it can falter at times.

Pat Robertson claims that Haiti made a ‘pact with the Devil,’ and has suffered ever since. For those not well-informed on the history of Haiti, it must be explained that, after Haiti defeated France and got its Independence from the yoke of slavery in 1804, the French demanded one hundred and fifty million francs as compensation for its loss of the wealth it would have realized had slavery remained intact in that former colony. How diabolical! But that is not all.

Think of the world in 1804. In 1804 a hundred and fifty million francs would have amounted to a king’s ransom. Where would a shattered Haiti have gotten this money? A loan from Britain? From America? From Spain? From private entrepreneurs? Not a chance. And who, on moral grounds, would stop France from making this demand? No one, since all these nations were profiting beyond their wildest dreams from slavery.

So this new nation of Haiti, if it wanted to join the club of nations, thought its best bet was to comply with this diabolical demand. Believe it or not Haiti’s way out was to borrow the hundred and fifty million francs from France at extortionist rates. Now that is a pact with the Devil if there ever was one.

In most wars in history the victor demands reparations of the vanquished. In this instance the victor has to compensate the vanquished and has no choice but to get the loan from the vanquished to do so. How low can humanity sink? What a stain on us all who claim to represent a civilized world. No, Haiti did not make a ‘pact with the Devil.’ It made the mistake of not abiding by this long-held saying: ‘When you sup with the Devil be sure to use a long spoon.’ The Devil being all those who had designs on that bountiful nation.

Rush Limbaugh, as stated above, exhorts that we should pass on donating to Haiti since we already do in the income tax we pay. I sometimes wonder who actually listens to this man who pretends to be so informed and all-knowing. Does he even know that his own President James Madison initiated contact with Toussaint L’Overture, imploring him not to send his Haitian agents provocateurs into the US to disseminate word to American slaves that Haiti had defeated their French masters and attained their freedom?

This would have been a disaster to American wealth and profits if American slaves got wind of this and challenged the institution of slavery. Because Haiti wanted to maintain good relations with the United States, Toussaint apparently complied with this request. Now that is a pact.

Honoring such a request from the leader of a country which, a scant twenty nine years earlier, had fought its own war of Independence guaranteeing the rights of man. A war of independence where a number of the prominent Haitians in that nation’s War of Independence had fought valiantly with American soldiers in its War of Independence from the British.

So you see why Rush Limbaugh needs to be informed or read some more before coming out and pretending to be some repository of knowledge about what America has donated to others. If Pat Robertson wants to know about the human capacity for diabolical violence then he should read about the top French military man in Haiti, General Rochambeau, and his mass drowning of Haitians in the harbor of Cap Haitien.

He should read about British military overlord for the region, General Maitland, and his unrivaled wolfish propensity for deception. (Yes. The British were also present in Haiti at this same time, complete with a fort, with designs on Haiti, the bountiful prize sought over by all the major world powers of that time).

If Rush Limbaugh wants to know about outlays to other countries he should read about the aftermath of the Haitian Revolution where his country insisted that the Haitian government change its Constitution to allow outsiders to own property. A decision that affects Haiti to this day. In order to learn about all this these men should find and read: The Black Jacobins by C.L.R. James. In fact anyone who takes the time to read this text will have no choice but to rethink what they thought they knew about Haiti.

Definitely a country with a dual personality. On the one hand it represents the hopes, dreams, indomitable spirit, and ability of a people and segment of humanity to fight and succeed against unimaginable odds to establish their unquestioned legitimacy as members of the human race. On the other hand it represents the fears of another segment of humanity at the prospect of losing their privileges and presumed superiority in the human race.

Simply put, Haiti represents the unlimited potential for the human race to overcome and move into the light. Alternately, it represents the ugliness and darkness of the human race.

But enough of gloom and these bombastic individuals claiming to be authorities on something of which they seem to know very little. They remind one of a quote by the Chinese philosopher Lao Tzu in his book The Tao Te Ching: ‘Those who know don’t talk, and those who talk don’t know.’

It is heart-warming to see President Obama taking charge and, in no uncertain terms, making it a priority to put resources into Haiti. What a sight to see the potent military assets of America, such as the aircraft carrier USS Carl Vinson, and a Predator drone, being put to use in this calamity. Weapons of war highly capable of raining down death and destruction being utilized to extend hope and life. America never looked so good or so strong. It gives hope for a better world. Too bad it takes a calamity of such earth-shattering proportions for us to get to that point.
