The freedom of movement of Caribbean nationals has been severely curtailed since the breakup of the West Indies Federation five decades ago and the various countries in the region gaining independence.
It is unfortunate because in the colonial days persons were free to move from one country to another, even to Barbados, without hitch, but because some governments became intoxicated with sovereignty they imposed serious restrictions.
And although the Caribbean Community (CARICOM) Single Market and Economy (CSME) made provisions for free movements of professionals, musicians, journalists, etc., here is still a problem and regionalism does not seem to exist anymore.
There was some hope with the establishment of the University of the West Indies (UWI) and the West Indies cricket team, but that seems to be shattered because there is no longer that regional togetherness of UWI students because of recent significant changes.
For instance, students from Guyana now complete their LLB degrees in Guyana and no longer have to travel to Barbados, where hundreds of students enroll every year, and now Jamaica is offering the LLB programme and this reduces the Jamaican student population at Cave Hill.
Bahamas now has its own law school and, as a result, would-be lawyers study at home.
From the 1950s up to recently, all medical students in the region have had to attend Mona, but now they can do so in Trinidad and Tobago, Guyana, Grenada, and other Caribbean islands.
The poor performance of the West Indies cricket team has forced thousands of cricket fans to lose interest in the game and that to some degree has some effect on Caribbean unity.
The shameful behaviour of immigration and police officers at the Grantley Adams International airport against fellow Caribbean nationals should be dealt with by the Caribbean Community and it is unfortunate that CARICOM moves so slowly with these issues, as well as Caribbean unity.
Trinidad and Tobago Prime Minister, Kamla Persad Bisssessar made a couple of unfortunate statements that Trinidad and Tobago is not an ATM machine for other CARICOM countries, but she has nevertheless said that she is very much in favour of regional integration.
Owen Arthur, former Barbados prime minister, who was masquerading and preaching the importance of CSME, was critical of Mara Thompson, running for a seat in Barbados because she was not a born Bajan, but a St Lucian, although she was married to a Bajan, late Prime Minister David Thompson, for more than 20 years.
The British Overseas Dependant Territories of Anguilla, British Virgin Islands, Cayman Islands and Turks and Caicos require entry certificates (visas) from Jamaicans, Guyanese and citizens of the Dominican Republic.
For years the CARICOM has been discussing freedom of movement, but it seems as if they are not getting anywhere; as a matter of fact, it is getting worse since there is more harassment at airports, especially Barbados.
There have been reports that, in Antigua and Barbuda, Guyanese nationals are given a rough time by the Baldwin Spencer administration.
What is also unfortunate is the lack of interest and in some instances the refusal of governments to get rid of the Privy Council as their final court and accept the Caribbean Court of Justice as the final court.
Jamaica and Trinidad and Tobago were the first countries to gain independence from Britain in August 1962, and it unfortunate that after nearly five decades they are still holding on to the coat tails of the United Kingdom for justice. If you had political independence so long ago why not judicial independence, especially since you have highly qualified judges who can do a better job than the English Law Lords, who are so far away and do not understand the Caribbean culture and way of life.

Have CARICOM governments surrendered foreign policy independence to the Secretariat?

The debates and concerns about regional independent sovereignty are very much alive in academic, communities and other concerned sectors in the Caribbean Commonwealth. Many questions are being asked by those debating the issue. Recently, I became involved in the debate through my participation in a meeting amongst many concerned Caribbean nationals now residing in Toronto but maintain a deep affinity to the state from where they originally immigrated.
-- Is the foreign policy management process of independent Caribbean sovereign states, republics and nations managed through agencies that are in receipt of multilateral grants and contributions?
-- Are Commonwealth Caribbean governments exerting their sovereign rights and responsibilities to ensure that foreign policy decisions evolve through the government-designated ministry of foreign affairs?
-- Have our governments surrendered these sovereign rights due to concentration on managing the local economy?
-- Are they perceived simply as aid recipients and beggars that it is either the surrender of independent sovereign rights or getting the necessary aid?
Looking at the historical development of independence in the Commonwealth Caribbean, the names of Eric Williams, Forbes Burnham, Michael Manley and Errol Barrow cannot be forgotten as they clearly demonstrated their strong anti-colonialist stance and at the same time to ensure that the independence and management of their foreign policy remained intact in the various sanctuaries of their ministry of foreign affairs.
We cannot ignore their joint collective decision to ignore Washington’s objection when they made the decision to establish full diplomatic relations with the Republic of Cuba. Burnham and Manley’s unflinching support for the liberation movement against apartheid in South Africa and membership in the Non-Aligned Movement were independent foreign policy decisions taken, which brought no smiles in the State Department. In spite of the applied pressure unleashed on both Burnham and Manley, they stood their ground and demonstrated to the colonial interests that they are capable of making their own independent foreign policy decision.
In 1974, the courage against colonial domination was once again demonstrated by former prime minister of Grenada, Sir Eric Matthew Gairy, when he made the decision to lead Grenada, Carriacou and Petit Martinique to independence. What was challenging about Grenada’s decision is that it became the first Associated State in the now renamed environment of the OECS Union to break its colonial shackles with Britain.
Grenada’s decision to become independent led to the formation of various local alliances that were vehemently opposed to independence, leading to strikes and other civil disobedience, which led to the emergence of the famous Committee of 22. This Committee was made up of a group of local colonialists consisting of merchants, lawyers, farmers and other opposition factions. While their opposition to independence had some mitigating effects on the local economy, on February 7, 1974, Grenada, under the leadership of Eric Gairy, became independent and recently celebrated its 37th birth date as an independent nation.
Many of the other Associated States have since followed Grenada’s decision and finally broken the yoke of colonialism with Britain. Many are known as independent Caribbean Commonwealth States.
With the More Developed Countries (MDC) maintaining the management of their independent foreign policy, Grenada followed suit and went on to manage its own foreign policy in a number of misguided ways by establishing diplomatic relations with many nations that had a disregard for individual human rights. This misguided approach resulted in diplomatic relations with some notorious nations.
On the other hand, Grenada was successful in establishing a young corps of dedicated foreign service officers; joining many international organizations and of course taking its illustrious seat at the United Nations General Assembly; establishing its own embassies and consulates across the global community. In essence, it is fair to conclude that Grenada built a foreign policy infrastructure between 1974-79, which the Bishop regime acquired following the 1979 people’s uprising, and which witnessed the overthrow of Gairy from office.
While some of Grenada’s foreign policy decisions have been severely criticized by many international relation experts, the period of government under the Bishop regime of 1979-83 also had some misguided moments like the Afghanistan vote, the unnecessary feud with former Barbados prime minister, Tom Adams, and the constant negative exchanges with Washington.
Based on a careful review of regional events, it would appear to the writer that the surrendering of Caribbean states’ foreign policy management to the CARICOM Secretariat could have started in the late 80s or early 90s. With the surrendering of such an important pinnacle of any government, there have been many dull outcomes for regional independent governments. Some of these dull outcomes have seen a steady decline in bilateral assistance to our governments and a sudden increase of multilateral assistance to the Secretariat and many other regional multilateral agencies.
In conclusion, it is not too late for regional independent states to reclaim their foreign policy management niche. As they ponder the structural changes to be made within the Secretariat in the coming months, CARICOM’s management of regional foreign policy and its relation to international multilateral agencies require closer scrutiny. It is hoped that under Thomas’s current chairmanship and vigour, he will be able to convince his Council of Ambassadors to take a second look at this situation. A ministry of foreign affairs in any independent nation means more that good protocol practices. Formation of good foreign policies is crucial.

The Africa-Caribbean connection

Following recent visits to Africa and the Caribbean, more and more the Africa-Caribbean connection appears to me to be worth serious exploration.
I always felt this during my educational pursuits in North America and remain indebted to my West African brothers and sisters for teaching me so much about the French language, not to mention helping me pass my examinations!
After an incredible visit to the mother continent, I invited my media colleague Ogo Sow and tourism executive Aziz Gueye - both from Senegal - to the Caribbean for a taste of West Indian hospitality after they so graciously hosted yours truly and a group of media and travel representatives in Senegal a month earlier.
The ease with which my African brothers assimilated into Caribbean culture while attending the Caribbean Media Exchange on Sustainable Tourism (CMEx) meeting in St Lucia this month was heartwarming, but even more so was their collective will to promote tourism to the region and encourage more Caribbean nationals to set foot in the land whence we came.
So just how do we do promote cultural exchanges between the Caribbean and Africa, or America and Africa? How do we explore trade opportunities? How do we create new communications links among media organisations and the more contemporary social media platforms? How do we trace our roots and let our children and grandchildren understand the richness of our African heritage?
Well, New York native Gregg Truman, considered an honorary West Indian after spending numerous years working for Air Jamaica, now spearheads the marketing charge at South African Airways (SAA) and he is clearly making a difference.
Truman, SAA's Vice President of Marketing, said the African-American and Caribbean-American Diaspora are critical to the airline's overall strategies for success and in promoting the airline's routes throughout Africa. "The rich cultural diversity of both West Africa and South Africa provides members of the Diaspora an opportunity to experience the continent in extremely personal ways," he said.
The multilingual Amat Kane of Africa Connection Tours educates visitors to the historic Gorée Island, a UNESCO World Heritage Site, in Senegal.
Truman, who accompanied us on our recent Senegal sojourn, was impressed with what the West African nation offered to visitors. "In addition to Gorée Island and the Slave Houses - an incredibly touching experience - the ability to go off-roading on massive sand dunes and enjoy a wonderful Caribbean-style beach holiday allowed us to appreciate some of what Senegal has to offer," he said, adding that the wide ranging hotel product - from Club Med to Le Méridien and the new four-star TERROU-BI Dakar, positions Senegal as a great choice for a unique holiday.
Like all of us, Truman was impressed with the art and music in Dakar, which provided "an amazing backdrop for a rich vibrant vacation where one can spend some time on the beach, but can also appreciate a truly cultural experience and gain a better understanding of the human condition."
It is certainly helpful that Senegal is only seven and a half hours from Washington DC's Dulles Airport, offering daily non-stop flights which depart in the late afternoon and get visitors to Senegal early the next morning. SAA also has two daily flights to South Africa, including a non-stop flight from New York City's JFK airport to Johannesburg.
With SAA providing friendly infrastructure to connect the Caribbean and America with Africa, the sky's the limit for the exploration of new linkages.
